PCC for Visit Visa

I have heard that there is anew requirement for Police clearance certificate from India for Visit visas.. Does anybody know if this is correct? and if yes, how long will it take to get one?

1. "U may be aware that there are two types of visa for visitors.": There are 3 types of visit visa tourist. commercial and family visit visa.
2. "Visit visa, which is transferable to Residence Visa later and its validity is 1 month stay from the date of entry": Family visit visa is valid for 3 months upon entry and cannot be transferred to any other type of visa. Commercial visit visa is valid for 1 month and can be transferred to Article 18 of sponsor only.
3. "PCC is applicable for only the transferable visit visas issued on or after 2nd Aug 2009.": Nothing mentioned in the news link I sent. Read it slowly and properly.
4. "So, if your parent-in-laws are visiting kuwait on Tourism visa.": Only hotels can apply for tourist visas, not individuals.
5. "Otherwise, PCC is compulsory.": Read news link again.
6. "i misunderstood that your parent in laws are visiting.": Your reply is to RK who did not ask anything.
