Attesting documents for Immigration

My migration to Australia is in process and have been told by the Agent to get certain documents (certificates copies, passport copies, marksheets etc.) and photograph to be attested.

Can anyone tell me where i can attest these documents besides the Indian Embassy.

Instructions for Attestations are:-
For Documents:
-The documents have to be attested by a by a Gazetted Officer or Notary Public.
-He should sign and affix his rubber stamp, clearly givng his name in capital letters.
-Documents must be certified and mus clearly show the words "certified true copy of the original".

For Photograph:

-The photo have to be attested by a by a Gazetted Officer or Notary Public.
-He should sign and affix his rubber stamp, clearly givng his name in capital letters.
-He should also mention "true likeleness of (mention my name)".

Is it better to attest them in the Indian Embassy? Will they follow the above instruction?
