Air India Express Ticket Refund

I purchased 2 x Flight Ticket for my wife and daughter from a well Travel agent in Salmiya. But unfortunately on March 31 Flight was cancelled. Approached the agent by mail and several times replied refund no issues and at last they said will give you once our office open in 2nd phase, Now the office is open, I went there and now says will be when Air India Express office open or give Authorization to anyone here as I m leaving Kuwait for good.
Please advise... Anyone got any refund so far. I have no other choice as I m forced to leave Kuwait.
Where can I complaint? Do I need to complaint to concerned local Govt. Authority or Civil Aviation before I leave.
Please advise...

Hi,
I have same concern. AI express..no refund ...same PNR will be valid till use until 31 Mar 2021...(extra to be paid if any increase in fare)

Same concern.
They neither respond over email or phone.
Any one have approached their office, if so what is their operation time and what was the response.

Tried calling in Air India Express contact number is 22438184 with no reply from the other end.
