Best solution is shift to a building where both these are inclusive in rent..there are plenty of buildings now with lesser rents...15 kd electricity charges are usually during peak summers..18kd water charges per month?? never heard of water charges so high in kuwait..where do u stay?

If he charges for water only KD 18 then definitely sounds fishy or there is some water leakage you need to find & fix. In peak summer Electricty charges for a 2 BHK normally exceed KD 10/month. So if you are paying total KD 18 (Elec+water) then its fair enough.

@ snow its not total 18 for elec and water together. together it comes around 30 plus.
is there any possibility to check. changing the house again will cost another 100 kd for shifting. specially now with difficult times.

With winter approaching it should reduce now. Based on what are they coming up with the figures. All tentants should unite and ask the harris. The issue is that most of our people are afraid to step out of the comfort zone and dont want hassle with the harris or land lord .
Some of the landlords are trying all possible ways to increase the rent.

@JJ / RG. i cannot pay directly because the meters are not registered on tenants name. the landlord just sends a watsapp statement showing number of gallons and units used. this statement is sent to all tenants without any ministry logo. tenants usually dont bother to see who is residing in neighbouring flat also. nobody bothers to check with neigbours. I will try to highlight this with my neighbours. only wish all co-operate and confront the haris.

You are being cheated. Water charges have not been implemented by MEW till now. And even for central A/C flat with temperature kept at 21*C is around 12KD/month in the peak summer (48*C).
So best option is to vacate your flat since electricity meter is not in your name (I feel that is illegal also). Lots of vacant flat available in Salmiya.

Baladiya: 12
Total: KD 63, for 1 yr only
2 bedroom flat, central ac.

1) Ask land lord to transfer the meter reading to your name. In our building / Most of the buildings tenants have done this. So we can pay directly. DISADVANTAGE - You have to deposit KD 125 with MEW and this will be reimbursed once you vacate flat. Reimbursement may take two or three months.
2) Ask landlord to submit bill for each flat.
3) You may have to change to another flat. Consider the pros and cons before taking any step.

Are u paying electricity bill to ministry directly or handing over the money to harris? do u check the meter reading urself? from my past experience of staying in both types of building the folling is what i suggest to u..if u plan to stay for another 2 to 5 yrs..then spending 100 for shifting is better....just one day shifting and then 1 week only for settling in completely..shift to a clean neat building where all these charges are inclusive..u will have peace of mind...take ur time and start looking for flats..

Install the MEW app and get the meter no from ur Haris. Take monthly reading regularly and update in the App. u can know ur electricity consumption. apart from that Baldiya charges is 1 or 2 kd per month. So max, u ll have to pay 60 kd/year. Not much. Better shift building soon.
