Not having experience of declaring LCD monitor (with packing) but taken monitor inside suitcase without declaring.
But recently (month ago in Delhi), I took 6 years old 40 inches LCD TV(40000Rs) and asked them for duty (assuming that it would be very little). They said that whatever the number of years, maximum depriciation could be 30% for LCD , so they said the valuation is 28000 Rs, so the duty is 36% and which amounts to 10000 Rs. Finally, they settled with 6600Rs (3000 cash to them and 3600 Rs to govt of India i.e they mentioned that LCD TV is broken and brought the valuation to 10000 Rs) .The money they take in very smart way. They will show you a welcome India brochure and ask you to put money in that and take back brochure from you , so not seen by cctv camera .
So, their idea is to make money on the name of LCD. Don't do the mistake of declaring monitor, just take it in suitcase (and let there be enough cushion around the TV in the suitcase )
