When you use the second person ie. HE, SHE, IT you have to use has been (He has been waiting for long time to catch the bus).
But when you use first and third person you have to use have been ( I have been, They have been sitting for long time to get this Ration shop to open).
For Is being I give other members to explain.

Dear Mr. Subramani, HE, SHE, IT, etc are not second person, they are third person.
'Am/is/are/was/were being' is used in passive voice. Eg. 'He is writing a letter'(Active voice).
'A letter is being written by him'(Passive voice).
