Cannot convert MOI Number to Civil Id number because old civil id and new visa moi is different and sponsor is still father not the husband.

Please advise on the process if MOI Number for new dependent visa for wife cannot be converted to Civil Id. While paying Online Health insurance for wife after health check is passed it says no civil id number. my wife was here before in Kuwait on permanent visa. when I select daughter and use her old civil id number it shows the sponsor is her father.
1) I need to know how to change the sponsor from father to husband.
2) I need to know how to get Civil Id number from MOI Number using the old Civil Id or if the new Civil Id number will be issued based n new moi number on visa? or they will change the new visa number to old visa?
