I think you have to approach the court in Mubarak Al Kabeer . From there the judge will hear to your reasons behind the delay in obtaining certificate and passport and thereafter will give the necessary approvals to be taken from the corresponding departments.

Today again we went to Ahmadi Jawazath first to confirm, they said go to Mubarak Al Kabeer, and then they said again not to be done her no authority go to Farwaniya.
Again we went back to Ahmadi spoke to the Captain directly, he said today there is a meeting between Ahmadi and Mubarak Al Kabeer regarding this issue of approvals.
He said go there tomorrow again and try to get approvals.

Baby born in March and passport received last Saturday.
Anyways i have completed the proceedures and residency done.
The penalty paper was dismissed at the same place in Mubarak Al Kabeer Jawazath 2nd floor Investigation department. Was going there since 3 days and they used to reject saying we do not do this work, go to Farwaniya.

Any other people facing this same issue of penalty notice at Ahmadi Jawazath,
Take a copy of the first page of your residency application, baby first page passport copy, your civil id copy, and birth certificate copy and follow the below instructions.
Take penalty paper and the other copies mentioned above and go to Mubarak Al Kabeer Jawazath, the place is at 2nd floor as you exit from the lift you will see a separate lobby to your left side with door, a secretary lady will be sitting there in one of the room, give her the paper and wait, she will hand over to her Boss and he will call you and ask you to sign 2 papers (one red color and white color)
Then he will return you the white paper, go back to the secretary and she will stamp a seal on it and enter your details in a register.
(Paper is valid only for one day, don''t know how far this validity is true, but i followed what was told by that lady)
Go back to Ahmadi on the same day, second floor, door number 4, give them the paper, they will stamp on it and give you a copy and original.
Go back to the cash counter on the ground floor and they will print you something, Once done go to the main reception and they will guide you,try to finish the residency on the same day as mentioned the paper is valid for a day.
Keep checking if your child civil ID number is in the insurance system from time to time. you can even pay the insurance if the number is ready even before clearing the penalty papers and keep the receipt ready.

I completed the residency process.
No penalties so far, it must have been waived. i had 115 days in the notice that was given.
Also the Civil ID payment done today. No penalty for that even. Some people from last week might have got the penalty of KD20.000 for delayed civil ID.
You can apply online for new born civil ID very simple process. Need scanned copies of blood group, Birth Certificate, Baby passport copy. Go to Eservices in PACI website.
I got the civil ID approved in around 15 minutes and got the payment link also. Online application is very quick

Hi. I also have to go to ahmadi Jawwazat tomorrow, my baby was born in the month of May. But received the passport 3 days back. I read all the comments. @Hassan did you take the penalty paper from Ahmadi and went to Mubarak al kabeer on the same day, or can we do it after 2 days, any idea regarding this issue, and what is it to attend the family court after 8 months, where exactly is this court, kindly help.

@Uraj, better complete the process as soon as possible. I tried to do it on the same day but they were not accepting in Mubarak Al Kabeer. only on the 3rd day they started accepting the paper.
Start early morning at 9 finish the Mubarak Kabeer work and return to Ahmadi on the same day and complete the registration process. Paper valid for one day.
once you finish the registration process at ahmadi, you can complete the residency also if the insurance is ready.
Main point is you need to finish the registration process at Ahmadi, they will receive the Mubarak Al Kabeer stamped paper and complete the penalty cancellation process on the same day.
At Ahamdi if the insurance is not ready, they will finish the formalities and ask you come to come after one or two days. Regarding the court process not clear as of now, so we need not worry about it now.

@hassan I have to go to Ahmadi tomorrow at 9, wait for my turn, then I will receive the penalty paper from ahmadi, then only I can go to Mubarak al Kabeer, I don’t know how long this procedure will go on,
Without the penalty paper I cannot go to Mubarak al kabeer I believe If they are issuing the penalty paper in ahmadi, are they issuing it on the ground floor counter or you have to go to 2nd floor to get it at ahmadi

For those who are stamped child residency after the normal 60days period, pls note that i had and experience 3 years back in this. my child was hospitalized for 2 months after birth so the residency procedure was delayed. i went for stamping on the 61 day, they didnt allow stamping but send me to MOI office in salmiya to collect some papers. With difficulty i found the place and somehow managed to get the paper and then my child residency was stamped.
BUT BUT the real factor happened 10 months later when my residency was to be renewed. my comp mandoop said i have a case so cannot stamp my visa. With mandoops help i got the case details form MoI and found out that the case was because of the delayed residency stamping for my child. and for solving that i had to go to farwaniya court and make another paper from there and cancel the case.
I dont say that it will happen in todays situation also, but sharing my experience.

Apportionment is an safer side of any ministry work to avoid your entry. I heard long back that, any fine for late residence, we need to visit to court somewhere is Sharaq to get clearance. Better consult any typing center to get accurate current updates. Because things were changing time to time. If in Abbasiya, consult Ideal or Classic typing center.
