Legally nobody is allowed to hold your passport. You can contact the nearest police station or your embassy and get your passport. But there is no guarantee that you will be able to continue your job.

If your job is not a priority then go ahead complain(nothing will happen except you will be terminated without benefits) and collect your passport.

Slavery definition's agony
The message by a lot of genuine companies is you are holding a power position which can lead to tendencies of authorizing embezzlement.
Second but pertinently in companies like the above, passports can be lost, misplaced, damaged by the employees and thus a company's secured repository is a good place to keep it so that their mandoop can do renewal, business travel visa, etc formalities as they need well ahead of time instead of waiting for employees to submit it after every request is made (such as in large organizations, employees working in remote projects, long distant sites, offshore sites), provided these company have that much well defined infrastructure.
Thus we hold your passport for genuine reasons, although it is not meant to be is the message genuine companies want to give to their employees.
Otherwise I totally agree, no one should be enslaved by holding their passport. But it all depends on how has employer - employee relationship developed and their rationale behind their policies.
