COVID negative certificates mandatory for all Keralites returning home

The Kerala government on Wednesday decided to make COVID negative certificates mandatory for all expatriates returning to Kerala.

The state had earlier pitched for COVID negative certificates only for passengers of chartered flights but the cabinet has now decided to make it mandatory for all inbound flights.

The state will demand the Centre to conduct Truenat Rapid Test for everyone before boarding the flights. The embassies in the concerned country have to arrange this facility at the airports, the state government requested the centre. With the facility, results will be known in an hour. Only those who test negative will be allowed to fly, Kerala will tell Centre.

As per this new directive, any stranded Indian passengers travelling from Kuwait to Kerala on Vande Bharat Mission flights will also have to mandatorily do Covid-19 test apart from those flying in chartered flights.

According to a letter Kerala's Chief Minister Pinarayi Vijayan sent to centre, he requests to direct Indian embassies abroad to facilitate cheap or free tests for expatriates wishing to return to Kerala. However, it is unclear how embassies would source large numbers of RT-PCR or antibody test kits.

The state government had earlier said that COVID negative certificate is mandatory for those coming only on chartered flights. Huge protest had surfaced against this order. Following this government had taken a step back. However, with the COVID-19 cases increasing in the state, the government had decided to make it mandatory for all expats coming to state by flights.

The worst ruling party ever... never expected that they would put out such a decision againt their own people... those do not care for their own people and beg to us only for our money... first introduce proper solution such as proper testing facility and separate flight for positive people... then put out such decisions... what will positive cases people do.. they want them to die wherever they are????... for sure no one will vote for them the next time... hell with this decision...

There are few concerns;
1. where will be the test conducted in kuwait?

2. if the test is conducted at the airport and result is positive, then the passenger who has come to airport prepared has to go back. where will he go back as he has surrendered his flat and nobody will accommodate him further knowing that the passenger is tested positive.

3. if the passenger is found positive then the person testing the passenger at the airport may demand some bribe to issue a certificate stating "no corona" found.

@Resident
Who will pay for ''isolate and follow WHO protocol in whatever country'' ?? This is typical mentality of majority of expats who are very quick to voice their loud opinion and provide 10-point agenda at somebody else''s expense after sending all their money to their homeland. Why don''t you ask Indian govt. to arrange for separate ''isolation cargo plane'' and see what they say.
''Follow safety practices'' after you pay for it. If you cannot pay then stay !!

Stupid and impractical decision, if they want rapid test to be done, arrange this in Kerala airports, not in foreign country. The Chief Minister''s idea is to show off that their CPM govt is great with minimum cases in Kerala, not really concerned for its people.

-Make test free and result in 24 hours then board flight
-If found positive , isolate & follow WHO protocol in whatever country .
-We cannot make positive and negative cases all together in one Flight.
-Positive cases should be sent in one flight all together(without breaching health protocols) .
-This is a health emergency and you have to accept.

Will you accept your father, mother, wife ,daughter & son to travel with Confirmed covid case travellers in a Flight without social distance.
-Nobody is denying to coming to homeland , but this is health emergency and follow safety practices.

If India pass this request, then all states will demand.
So the ball is in Kerala''s court - if they still demand against BJP govt (which lost election in Kerala), then all flights to Cochi, Kozhi, Thiru & Kannur banned !
Hmmmmm...... so finally mallus are caught between the devil and the deep blue sea.

Don''t worry, it is proposal only just like kuwaiti lawmakers trying to make so many laws to remove expats! Central govt will not pass it and if Kerala govt insist, all flights to Kerala cancelled.
In the meanwhile, mallus can request certificate from doktors present in their respective prayergroups.

Recently when there was special 7% NORKA ROOTS discount for nri Malayalis flying with Kuwait Airways, few Malayali posters including Mr. Achayan sarcastically pointed out that other state/ central govt. people reap what they sow and that they should ''vote responsibly''. I want to know what the Keralites/ Malayalis think now of their govt. who will not allow them to travel if they test positive for the coronavirus?

Check comment section in this link:

When there are failure in covid test, why Kerala is insisting the certificate?. if ones own country do not accept its citizen, then which other country will accept such people. Government should be the saviour of its people not destroyer. Kerala should now withdraw its condition.

Kerala government , please if by chance people come with Covid-19, it is your responsibility to treat them medically. Donot insist for covid negative certificate from the poor Indians . The number will be 2 to 3 hundreds if at all they are positive from outside. This is nothing when compared with existing number in India which is in lakhs. Government is people saviour not destroyer.

Take the test in Kerala itself and apply the remedial measures in Kerala itself. Why must the country providing amnesty charity by providing free ticket be further burdened to care for the citizens of another country? Really shameless behaviour by Kerala govt.
Keralites belong to Kerala and they are the responsibility of India first and their state next !!
Why Kuwait should be forced to care for unwanted expats who entered illegally or returning without a job??
State govt. should not be allowed to pass rules and statements which have an impact on international relations without first checking with MEA !!
