Scope of Works:
Defense Logistics Agency - Energy - FESBB anticipates issuing a Request for Proposal for Contractor-Owned Contractor-Operated fuel storage services within the Arabian Kuwait Area on a 24 hour, 7 days per week basis.
The requirement is for fuel storage and fuel management services to include receiving, storing, protecting, and shipping of U.S. Government-owned product of Fuel Naval Distillate Grade F76 and Aviation Turbine Fuel Grade JP5/F44
This requirement is to procure COCO fuel storage services with the capability to receive U.S. Government-owned product Naval Distillate and Aviation Turbine Fuel via tanker/barge or U.S. Navy Fleet vessels, store, protect, and ship via tank truck, tanker/barge and U.S. Naval vessels or other authorized Allied flagged Naval vessels.
The contractor will be responsible for the management, operation, maintenance, product quality surveillance, inventory control, accounting, security, safety, additive injection, and environmental protection of the COCO facility. Storage requirements include adequate fill capacity for 465,000 barrels Fuel Naval Distillate Grade F76 and 250,000 barrels of Aviation Turbine Fuel Grade JP5/F44. A minimum of two tanks (per product type) interconnected to provide the capability to transfer of product between tanks.
