Amnesty advice - for proper visa transfer

A poor cultured friend came to Kuwait by paying 1200KD in 2020 but his sponsor never made is residency stamped despite of paying and he had language difficulties to communicate ( via via).meanwhile he worked on odd jobs
Now after announcement of Amnesty , this guy has hope for stamping his residency after paying necessary amount .
But his current job giver asking him consent signature of his original sponsor. This guy has his original passport and medical reports with him..

Please advise how Embassy can help him in this matter . And what are the timings of Embassy nowadays in Ramadan?
Can he approach Fahaheel embassy office?
