Quota for nationalities, 15-year stay limit, No renewal above 60 years - More measures on its way to reduce expats

Kuwait is planning to take more stringent measures to control the expatriates' populations to overcome the demographics imbalance in the country.

According to Arabic media reports, a meeting was organized by the Supreme Committee to address the demographics imbalance discussed various scenarios for reducing the number of expatriates in the country.

Making amendments to the residency law to limit the number of stay for expatriates to a maximum of 15 years, implementing the quota system for each nationality, increasing the fees imposed on expatriates for various services are the points the committee discussed in length.

According to Arabic media, two separate meetings were held, first with the representatives of the Public Authority for Manpower, the General Secretariat of the Supreme Council for Planning and Development and the Central Administration of Statistics, and the second one with representatives from the Ministry of Interior, where each party presented its views on various points discussed. A comprehensive plan has to be developed to make a foolproof system.

Sources said that some of the points discussed include amendments to the residence law to avoid the gaps in current law. These includes not allowing the visit visa to be converted into residence permits, stop the transfer of residence from the government sector to the private sector, stop the renewal of residency for those above 60 years of age, and limit the number of stay for an expatriate to a maximum of 15 years.

The committee also discussed the ways to limit a large number of expatriates in certain sectors like the ministry of Health and the Ministry of Education.

Sources also reported that the Committee will present its final report within two weeks.

As per statistics, the Kuwaiti population in the country is only 30 percent of the total population. There is approximately 1,400,000 Kuwaiti citizen while the population of the expatriate is around 3,300,000.

15 years limit will be a blow on all the Seniors and managers who spent their early years in Kuwait for very lesser salaries to gain something later out of the experience and talent they got from their tedious hard-work.
And it will be a loss for Kuwaiti Companies as well because it will not be easy for managing with lesser experienced professional since they will be less capable to control managerial posts.

And any decision like this should be implemented with grace periods of not less than 3-5 years because 90% of the employees have commitments one or either way.

I had a chance to work under a Kuwaiti Finance Manager as an accounts supervisor. This Kuwaiti Manager doesn''t know ABCD of accounting and it was much difficult for me to make him understand my plans on implementing a new software. They make someone manager without any proper experience just with the intention of fulfilling the quota.
I had to escape from that company immediately after finding another job. Otherwise, I would have had wasted my valuable time teaching him ABCD of accounting.
The problem is that no Kuwaitis are willing to work from the grass route level. All want to become directly managers without any efforts just by fortune.
Companies will lose a lot with these kinds of managers who will be less productive as well as sluggish.

The proposal is very good to some extend. As so many expats over 60 years having no out put are still roaming in Kuwait with no purpose. Mostly stamped visa by paying money to visa traders/local sponsors and doing other business apart from which profession they are stamped in visa to make money only.

Their family is also there in dependent or other visa acquired in same way of visa purchase. Some are working in companies in their own purchased visa and not transferred to company which they are working.

Mostly shown their salary in work permit which is the dinars they are paying monthly/paid to visa tradres/local sponsors only to get driving license and hold their family status for years. If they stamped visa in real companies, most of the family status and driving license will be cancelled as per the real rules. This practice is widely going on in Kuwait for last several years and the same will lead to an increase in the numbers of expats in the country every year. Kuwaitis are not able to manage the huge expats community who are staying with no purpose and that''s why they are going to implement strict measures to reduce them by amending local laws of land. The reason is expats only who make things difficult only with an intention to make money only. Affected real expats too. This will lead to a new generation young work force having good output and also reduce medical burden to MOH Kuwait. Hope this country is in the right way will lead to a future expansion and growth by implementing strong visa rules and controlling numbers of expats as per the correct ratio of international employees needed in all sectors.

These are wise decisions, the following are better.
1) Maximum of expats per country shoud not exceed 20% of population of Kuwait
2) work Visa should not exceed 10 years. After 10 years expats will identify themselves yo local
3) same rights between locals and expats during the first 5 years.

We understand Kuwait''s point of view to balance the demographic situation which is absolutely right from Kuwait''s perspective but this kind of brainless proposals only make everyone think what exactly is their plan.
I don''t understand why to use a spoon to throw away excess water from a bucket when you can close the tap itself?
I think the best way to do it is to catch all the visa traders and punish them or let the government issue visa like developed countries instead of these sponsors,then they can really control their so called Demographic Structure and reduce expats.

If this happens then i don''t don''t think new generation will ready to come to Kuwait.. Youngster start their carrier at the age of 20 to 35..plus 15 years. 40 years of age No one want job insecurity. New educated people will think 100 times before coming to Kuwait unless it is highly paid. Only domestic and cleaning company worker will be there in Kuwait.

All Indian expatriates are also going on with living life through an uncertainty in time along with self care and all necessary precautions required for the social health in the nation.
Also our daily mental health for every single individual needs to be developed and essentially should be supported by each other to continue and live life in the society.

15-year stay limit will be highly potent and should be applied retroactively. This means that the counter for every expat starts from the first day they entered the country prior to the creation of the law..... green card plans and dreams notwithstanding :)

Dear Sir,
Atleast make 20 years limit because 15 years stay is very less and a person who wishes to come here for the sake of money cannot fulfill all his responsibilities under this time limit. I urge Kuwait government please think about it and make your plan because some good and experienced people will also be loosing their job which is very needful to run a company especially in IT sector.

Its mean those who complete 15 years service in kuwait but still working continue so now residency will not renew for them.?
