Passenger have full rights for a refund for all cancellation between 14th March till 31st July 2020

The Director-General for Civil Aviation issued a circular saying that passengers have all rights to get a full refund for bookings cancelled due to the closure of Kuwait International Airport as part of the lockdown from 14th March till 31st July 2020. The circular was issued to all airlines, travel and tourism agencies operating from Kuwait.

In a circular, GDCA said that the traveller has the right to request a refund of their purchases including travel tickets, hotel reservations and other tourist services that were cancelled from 14th March to 31st July regardless of the condition of the reservation, whether refundable or non-refundable, without any deduction.

The DGCA had closed the Kuwait International airport from 14th March due to the COVID-19 pandemic. The airport will reopen on 1st August with limited services.

Kindly appraise the Kuwait govt. of your decision and instruct them to take immediate action or face dire consequences.

The airlines need to give a full refund since you never know when the airlines will collapse. The credit shell is only good for the airlines and not for the passengers since most of the terms and conditions are in favour of the airlines. One year is too long in the airline industry .

Most of the Airlines gave one year to use the ticket cost. It is not clear whether DGCA takes this as refund or airlines have to return the cash to passengers?.

Whether the airlines will refund remains to be seen. Same circular was issued in India by Indian DGCA but airlines did not refund - they only gave one year to use credit amount.
