It''s high time Kuwait Govt. should seriously consider having a good Metro Rail connecting all major Governorates which can considerably reduce the traffic, plus a long term Govt. revenue. This can be implemented in stages to cover the State of Kuwait with a master plan. Both Kuwaiti''s & Expats will opt for the Metro Rail rather than getting stuck in traffic. Restricting driving licenses will not solve the issue as the Kuwaiti younger population keeps increasing.
