PCR Medical certificate mandatory for all passengers  coming from India from March 8th

The Director General of Civil Aviation issued a circular making it mandatory carrying a PCR medical certificate for all passengers arriving from India, Philippines, Bangladesh, Egypt, Syria, Azerbaijan, Turkey, Sri Lanka, Georgia, and Lebanon to the State of Kuwait confirming that they are free from Corona virus.

The PCR certificate must be issued from health centers approved by the Kuwait Embassy in their countries. This will be applied starting from March 8th.

According to the circular, if any expat passenger is not carrying the PCR certificate, the passenger will be send back to their originating country. The airline will also be fined for carrying passenger to Kuwait without PCR certificate. However, Kuwaiti citizen will be exempted from this decision and they will be subjected to Medical check at Kuwait Airport on arrival.

The above is the link from Jazeera Airways for checking the PCR centers , how ever it is showing the list of GAMCA centers, have mailed to all the GAMCA centers lets us see any one responds.

When Contacted so many GAMCA centers they are saying like they are not approved by Kuwait Embassy and waiting for the guidelines.

Will keep updatged, also others please share every bit of update

As per ministry of embassey who ever travelling from march 08th should have PCR certificate. Gamca medical center will take 2 to 3 working days fix this test. So please be patient and keep post anything update.

The Gamca health center official asked us to make a payment through Gulf Health Council website and book and appointment. Payment was done and later the diagnostic center stated that they do not have the machinery to conduct the test and they cannot issue the PCR Certificate. We have been trying to call the Embassy, but the numbers are continuously busy. All the numbers provided in the List as published in Arab Times are not working or not picking up. My son is supposed to travel next week and we are clueless of what is to be done. Please pass on any information if available. Location is Mumbai.

My husband is in Mangalore and even he called all the centers mentioned in this list and no one has the clue about this arrangement and no one has the kit to test this virus.

Bureaucrates of kuwait asked to all GAMCA centres for answer about PCR (RT-PCR) for COVID-19 in next 24 hours. RT-PCR stands for "Realtime polymeres chain reaction.".

1. GOVERNMENT OF INDIA facilitate 15 + 19 RT-PCR lab across india. But main reason is they are not approved by government of Kuwait.
2. Though, Thease tests are in demand, they are not checking everone for COVID-19.
3 Provided that, the personal who has symptoms of Corona will merely tested with RT-PCR.
4. Some people are canceling their approved vacation and flying to Kuwait before 8th of march.(if you are planning then book it on priority based, ticket price are rapidly increasing.
5 At the same time. Those indians who didn''t planned to cancle their leaves (me as well) . They do not have to worry about test, our government is working amd sharing dialogs with KUWAIT about clarification on prearranged PCR certification

Let’s assume that the test is done in India or any other country. Traveller will carry the certificate and may get infection on the way . India is big country with expatriates scattered everywhere in India .
Logistically the test should be done on arrival back in Kuwait . Segregate person in home till you get the result in his home . Later he can work or mingle once test result is negative. If required as per guidelines the test can be repeated . Finally charge the expatriate for test well on arrival and let them know the charges so that they can arrange .

Is there any information on the following situation: if say an Indian citizen, resident of Kuwait, visits Canada or USA by Egypt Air flight from Kuwait to Toronto/New York via Cairo and then he/she takes flight back to Kuwait via Cairo again through Egypt Air, what will happen to that fellow as a resident of Kuwait? Will he/she, being an Indian national, require a PCR certificate to come back to Kuwait? If yes, where from PCR certification should be obtained, India or Canada/US? US/Canada is not in the list though.

However, none of the GAMCA medical centers in INDIA approved by the Kuwait embassy have the facility to check COVID-19 infection. This will cause problems for Expats in India after vacations. Big list is given with phone number and 50% of the numbers are not working. We called the major clinic GAMCA , no staff is aware and they informed Kuwait Embassy in New Delhi, that NO GAMCA MEDICAL CENTERS CAN DO THE TEST. Kindly request to advise on the same by the MOH / DGCA with appropriate reply so that the EXPATS will not face any issue. We are ready to take the test if the testing facility in India is there.

Even I called up a Gamca center in Bangalore and they said that they have no clue regarding corona virus tests and they are not conducting any tests for Corona virus, but they will do PCR Test and will give reports with in 3 working days

# No GAMCA centre in India is equipped with the facility to check PCR
# In India as per " Minister of Health Govt of India " only 15 +19 = 34 Centers are doing the the CORONA test.
# And corona test takes 16-24 hours for results .
# If somebody walks to any clinic or medical centre for corona test they will examine the symptom first ,if any symptom is there then they will go for PCR test otherwise they will not do the test.

I think Kuwait govt should allow to get full medical report certificate from Govt hospitals/doctors stating that the person doesn''t have any symptoms of corona & is medically fit to travel. etc.

As per the economic times online so far, specimens of suspected novel coronavirus patients are tested at the National Centre for Disease Control (NCDC) in Delhi, Indian Council of Medical Research (ICMR)’s laboratories at Alappuzha, Bengaluru, Hyderabad and Mumbai, besides the National Institute of Virology (NIV), Pune. as per the above circular it is not mentioned how many days prior to your travel back to Kuwait one has to obtain a PCR,

it is also not mentioned that it has to be attested by the Kuwait Embassy in India, BUT; its mentioned clearly one has to get a PCR from the authorized GAMCA (GCC Approved Medical Centers Association)

to find out these centers in your state/ city do a search in Google "GAMCA Approved Medical Examination Centres in ________"

point to note: we have to be at the airport 3 hours before departure, what if at the center we get a clearance and get infected at the airport with all the people around as not everyone is travelling the Kuwait and holding a PCR.

so better to wear a face mask to avoid problems.

@Somas...very well said...this should be the logical way and stoping chaos. what i feel is this has been purposely done to adjust the demographic situation of nationalities in Kuwait. just take note.. all the countries listed in the circular are having minimum cases or nil cases. others like some European Countries as well as GCC countries have much more specially Iran. so are these passengers welcome without PCR ?????????????????????????????????

No benefit with this decisions.
1. To get PCR report, the passenger has to do test at least 2-3 days before the departure. in this 2-3 days the the passenger can be COVID attacked. whats the use?
2. The passenger has to come through Airport where many nationalities and many destinations. The the passenger can be COVID attacked in the airport. whats the use?......
3. The passenger may come through transit Airport, where many nationalities and many destinations and many passengers without PCR certificate. The the passenger can be COVID attacked in the Plane or in the transit airport. whats the use...

Good! But I have the following Doubts:
1. If the passenger does PCR Test on 10th March and Flying on 15th March to Kuwait and if there is any COVID attack in between how this would be verified?

2. If the passenger travelling via transit flight and if get affected by COVID in the transit country how this would be verified?

Rather, specific COVID affected country could do the medical screening at their respective airports before boarding ANY flight and make the flight free from COVID Passengers which would prevent chaos to the travellers abroad.
