Manpower allows transfer of labour between 7 sectors

The Public Authority for Manpower opens the transfer of labour between different sectors, including industry, agriculture, herding, fishing, cooperative associations and unions, and the free trade zone, which was earlier prohibited.

Due to the labour shortage and the ban on recruiting new labours from outside due to the corona pandemic, authorities made it easier for employers and workers to allow the transfer of workers from one sector to another. Earlier, the transfer of workers from the above sectors to different sectors were not allowed.

I’m a little confused. How about the factory visa 18, is it possible that included also in these 7 sectors? And until when this will be implemented? Thank you and have a nice day.
