The Legal and Financial Committee of the Municipal Council finalised the establishment of the seasonal spring camps bylaw, which includes 23 articles.
The Spring camps will start from November 15 to March 15 of each year, with the possibility of extending the period based on a decision from the authorities.
Fines of 3,000 to 5,000 dinars will be given to anyone who breaks camping rules or sets up winter camps without proper permits. The Municipal Committee’s camping rules also allow small and medium businesses, as well as companies in the restaurant and café sectors, to use specific spots in the camping area. Temporary exhibitions can also be held at locations chosen by the Spring Camps Committee.
According to the new camps regulations, the following activities licensed by the Ministry of Commerce are allowed: coffee shops, juices and refreshments, and snacks, to hold the activity in the locations specified by the Kuwait Municipality in accordance with the cleanliness regulations and the spring camps regulations.
Ministries, government agencies, private companies, and public benefit associations are also allowed to hold spring camps in accordance with what was stated in the proposal. Camp owners have the right to rent the camp according to conditions specified by the municipality. Specification includes not setting up any facility with construction materials or placing earthen barriers and adhering to environmental controls. Private companies working in the energy sector are also allowed to license sites to provide energy supply services to serve spring camps in accordance with the conditions and regulations.
