Kuwait Society of Engineers (KSE) no longer to approve Engineering Certificates

The Public Authority of Manpower has suspended the Memorandum of Understanding (MoU) signed with the Kuwait Society of Engineers, granting KSE the authority to approve engineering certificates, local Arabic papers All Rai and Al Jarida reported.

According to report, this decision came after numerous complaints received by the Manpower Authority from companies, business owners, and employees regarding the accreditation procedures.

In the year 2018 PAM signed an MoU with KSE by which KSE is the sole authority to approve engineering certificates, verify professional expertise for expatriate workers, and certify job titles related to engineering roles for individuals seeking employment in government or private sectors.

However, the report not yet announced the new procedures for certificate approval and is speculated that the Ministry of Higher Education may be chosen for this purpose similar to other professions.

Though late but a good decision.
KSE is a perfect example of unprofessional people in operation. They made Enginner’s life miserable. Forget about the money and time wasted in the approval process. KSE should be asked to return all the money they have looted. And above all, a HARASSMENT case should be filed against KSE authorities.

The years from 2018 to 2024 has given big struggles and pain for all the engineers because of KSE. It has taken 6 years for PAM to realize what KSE has been doing is not correct. Who is now going to answer to those engineers who have lost their residence and jobs within these 6 years? Now, what are they going to do? I hope the upcoming new rules does not make the engineers lives harder.

As a private sector company, we operate with a specific budget, and currently, we can offer a minimum salary of 350 KD for new engineers with at least two years of experience.
We have observed that many engineers from non-accredited universities have applied for positions, as the salary aligns with their expectations. However, it is concerning to note that we have yet to attract candidates from highly accredited universities, who find our salary offers below their acceptable threshold given their qualifications.
Our company operates as a subcontractor for subcontractors and does not engage directly with government projects or private companies that work with the government. This unique position allows us to prioritize practical experience over academic credentials. We believe that hiring expensive engineers is not necessary when we have experienced professionals who can effectively train junior engineers. Our primary focus is to control costs and maximize profits, and this strategy has been successful for us.
We understand the sentiments of graduates from prestigious universities regarding salary disparities, but we firmly believe that experience is what truly drives business success. Experience brings the necessary revenue flow, not merely academic qualifications. We have witnessed the effectiveness of an experience-based hiring system for over 50 years, especially in the private sector before the accredited system was enforced recently in Kuwait.
Historically, many private sector companies have thrived without having all employees from accredited institutions, as long as they possess relevant experience. The engineers from various educational backgrounds have made significant contributions to the growth of their respective countries, and we believe they can do the same for Kuwait.
I urge the government to reconsider its stance on the requirement for accredited qualifications in the engineering sector. By focusing more on experience and practical skills, we can foster a more inclusive environment that allows for diverse talents to contribute meaningfully.

Many Indian Engineers having valid certificates attested by our Indian Government have been affected by the NOC rule implemented by KSE since 2018. This is indeed a good news. Hopefully the new procedure will be implemented with a clearly defined process.
