Kuwait has officially started implementing a new rule (Circular No. 2 of 2025) that requires expatriate workers in the private sector to get an exit permit from their employer before traveling out of the country.
This new process came into effect today and applies to all private sector workers. Since the rule was announced on June 12, over 35,000 departure permits have already been issued using the “Easel” labor portal or the “Sahel – Individuals” mobile app.
Authorities confirmed that no complaints have been received so far about employers refusing to grant the permit. However, if any worker faces obstruction or unjust refusal, they can file a complaint with the Labor Relations Unit under the Public Authority for Manpower.
There’s no limit to how many times a worker can apply for a departure permit in a year — as long as the employer approves it.
Workers can easily apply online through the Easiest Companies labor portal or the Sahel – Individuals government app.
