Kuwait needs stricter monitoring of traffic and road offences. The penalty should also be more severe for road traffic rule violation. Financial penalties don''t work here and so, how about impounding more vehicles, or suspending drivers and their licences automatically? Severe penalty for the use of a mobile is essential.
