The new rule is applicable for an expatriate child of a Kuwaiti father.
In case a Kuwaiti citizen married to an expat mother and having a non-Kuwaiti child, this new rule is applicable. The expat mother must get the father's signature in a special approval statement prepared by the Passports Department, in order for the non Kuwaiti child to leave the country.
