DGCA issued circular on entry of non-vaccinated children

On Monday, the Directorate General of Civil Aviation issued a circular to allow the entry of non-vaccinated children below 18 years of age to Kuwait with conditions.

According to the circular, all residents below 18 years of age and holding valid residency in Kuwait are given one-time entry if they cannot get vaccinated in their home country. After that, they will have to go through institutional and home quarantine. Once they reach Kuwait, they must sign a pledge to vaccinate upon entering Kuwait and hand it over to the Ministry of Interior.

Does it mean for children travelling alone? If accompanying with vaccinated adult is entry allowed with home quarantine alone,. No clarity

This statement needs more clarifications:
1. Age group 12 to 18 have option of taking vaccine.
2. Below Age 12 to 7 yrs not required vaccinated but needed pcr while travel.
3. Below 7 Yrs exempted from pcr and vaccine.
4. Why Institutional quarantine is mentioned - will they separate kids from parents and take for quarantine as parents are full vaccinated.
