Apply with relevant docs. Though you should easily get the visa yet I would suggest that when u go for the relationship affidavit include the name of your Bro In Law and apply for all 4 ppl together irrespective of he travels or not. The visa officers have weird sense of approval. Search the forum or talk to typing guy, except relationship affidavit, you already would be having the other standard relevant docs such as ID of u and ur wife, work permit, their PP copies.

As per your salary you should have no problem with getting a visa for them.
But take care of following before applying
1. Get a relationship certificate to include your wife (mention civil ID details, so that they feel you are with family) and not alone. 2. Sister and her husband should also be mentioned on same certificate 3. Her kids 4. If I were you, I would add Mother-In-Law also in same so you can use full quota of 6 names on relationship certificate.
Application of visa is going to be 0.75 KD at translation centers; and 3 KD stamp later on visa. So if you wanna play safe you could actually go for applying for all visa and make your sister travel and others can be optional.
At visa counter, the floor manager has to approve first for your sisters visa; they would mostly see your passport and hers to verify for parents name. If her surname is changed then it depends on officer''s mood; as things could be always tricky here.
Depending upon this approval you will have her visa.
Once you have visa; make sure you send her Visa document and Relationship Certificate.
If you are using "OK to FLY"; then make sure she travels with relationship certificate and your shoun paper for any further reference. (Send scans)
