Dear Bala,
They can apply on Kuwait evisa website directly but should meet the following requirements. 1. GCC resident of the main sponsor shall be among the approved designation like Manager, Doctor, Lawyer, Business owner etc. 2. UAE resident visa should be valid for more than 6 months. 3. All the ppl accompanying shall be under the sponsorship of the main sponsor.
U can also read the detailed conditions on the website of Kuwait evisa. n to your final question the answer is YES if all the conditions are met visa is directly issued and sent via email.

Should the main sponsor (me) be present in Kuwait when they are applying for the evisa ? Can they apply when i m outside Kuwait ?
Also the evisa site has the following statement "The main applicant (Sponsor) should be present with the dependents upon arrival to Kuwait." . This means main sponsor should be in Kuwait when they arrive correct ?
What is the validity of this evisa ? Its not clear from the site if its 3 months or 1 Month.

Dear Bala,
1. E-Visa can be applied by the main sponsor online. Regardless of the location he is based. 2. Main Sponsor means the person who is having valid residency visa in UAE with approved designation. N not the head of family. 3. Once visa is issued a person can enter Kuwait within 1 month. Once the person is inside Kuwait it is valid for 3 months stay.
The statement where it mentions that main sponsor should be present with dependents means the person (UAE residency holder) along with the people under his sponsorship. Example: If you are a UAE resident holder and your wife and kids are under your sponsorship then u have to travel with them to Kuwait.

isn''t it a big irony that UAE resident is allowed for visit visa but Kuwait resident is not allowed to apply for family visit visa :-((((

It isnt what u thinking. Its business visits basically. The conditions imposed are almost certain that majority of the ppl cannot make it. Specially the designations which are allowed are very big positions and very few of them in approval list.

Thank you so much for the help . I was told wrongly that the visa issuance is depending on my status in Kuwait and that i should be applying on their behalf . Its clear now that there is no involvement needed from my side.
