You need to take a clear picture with mono colour background. The idea is the photo on your Civil ID & picture you are clicking should match. This is from my personal experience. Well lit area

Go to Apps==> Select Kuwait Mobile ID==> then clear cache. Then try it will work.
If problem persists contact via email to the call center they will immediately provide help.

If nothing of all the above work, uninstall* the Kuwait Mobile ID app. And reinstall it again
*Keep civil id no. & serial no. of your civil id and other personal details with you before u start the above.
