Succession certificate OR its equivalent in Kuwait

My friend lost his father - suddenly, due to a Heart Attack. His mother now wants to transfer - his mobile SIM, his car and bank account to her own name. Everywhere she goes, she is asked to support the Death Certificate & Marriage Certificate with an additional document called Succession Certificate (or Legal Heir Certificate). She is lost as to how to go about getting this document and where to get it from. They are Muslims and family is here in Q8 and long time residents here. If anyone has any idea how to go about it, please do guide.

This certificate is taken from MOJ in Reggae
