Residency cancellation

Dear All,

I am planning to cancel my residency and relocate to India. My passport is however running out of pages and I would like to get a new passport made here.

1. Do I have to transfer residency on new passport before I submit the same for cancellation?
2. Is it better to apply for new passport after the residency has been cancelled on the old passport (during the 30 days period allowed for one to stay before leaving Kuwait)?

Any clarity would help a lot,
