Birth Certificate

I have a query and hope to have your kind advice.
My cousin was born here in Kuwait in 1978. She has a copy of the birth certificate issued by the Ministry. However, she does not have the birth certificate or a copy of the same from the Indian embassy in Kuwait. She is not sure if one was ever issued. She never held a separate passport at that time. Her name was endorsed on her mother''s passport.
Would it be possible to obtain a birth certificate now from the Indian embassy? If yes, seek your kind advice on how to do so.
Genuine advice only, please.

Yes you can obtain a birth certificate from the Indian Embassy in Kuwait.
First you need to take the Arabic Birth Certificate to any translation center and get it translated into English. Then take the translated English Birth Certificate and get it attested by Ministry of foreign affairs(Liberation tower 2nd floor-2 minute job...they will just take a 5 kwd stamp and stick it and stamp the English birth certificate) and Ministry of Justice. Once you get both the MOFA and MOJ stamp go to the Indian embassy and take a token and submit the documents at the counter.
The Indian Embassy will give you 2 options. 1. Either to stamp and attest the original English translated birth certificate as an original copy 2. Or issue a new birth certificate with the Indian embassy logo and all that....
