It''s been surprising that you been here since 2011and u didn''t consider or find out abt residency transfer issue b4 resigning. The HR of ur current company is either has no idea of things which is usually the case or he/she is deliberately fooling you. Keep all the communication of resignation with you. You can transfer till ur residency is getting expired which would be 3+ months. There is no such 15days rule. Technically/legally, if u start working anywhere else, u must be working under new CO''s residency irrespective of probation or no probation but that''s a different story.

I contacted the HR officially to ask them about the time frame. The send the the below Text.
"DECLARATION & UNDERTAKING I, ______________________________________ Declare & undertake that upon resigning from the XXXXX COMPANY, I will bring my release papers (Residence transferring to new sponsor/ company) regarding transfer from the company within 15 days from the date of the last working day at XXXXXXX COMPANY which ends on ____________________ I also acknowledge that the company has full authority to take all legal and administrative actions against me in all authorities in case of violation of this obligation, unless there is any reason to prevent the transfer during this period, as the management of the company considers the reason for the delay of the transfer after the expiry of the period of 15 days, bear all responsibility for violating it. This is my declaration.""

There is no such rule of 15days. This is just for their internal control. I won''t advise you to sign it though they can''t use it legally yet it gives them a window to play dirty. Deal with the matter diplomatically and request for more time, which they need to give u for sure. Resignation docs in my previous reply mean, ur resignation and CO''s acceptance plus any other communication including the handover. If things go dirty, all these docs will help u. Good luck.
