Buy a new car with full insurance coverage. Check for Hala sales and offers. Drive carefully. ( Most of the Second hand cars are nor reliable and you will end up spending a lot on repair and spare parts and your valuable time)

Agree with QQ but
I believe you would not get anything of that sort (quality) for 2,000 KD. unless u r super lucky. Go upward to 2500-3000 cap, you will find a cleaner car. Mind u some people sell problematic car for higher price to deceive newbies in anticipating that it might have quality. So computer check the decided vehicle even if it cost u few KDs probably around 25 KD..
Secondly an SUV would be better option for rains. Better to have a SUV which is 2 to 6 years old, ideally 3-4 yrs, unless u are driving on leveled road all times. Lower models of Toyota, Nissan are favorites in Kwt. Don''''t buy a brand that is luxury or premium or rarity in traffic. usually quality maintenance and spare parts sourcing is headache as is costly.
Regarding accustom and driving culture, if ur first second hand hold good u don''''t need first hand brand new car at all.
Contrary to the above buy a low initial cost (4,000-5,500 KD.) new vehicle from a leading brand than reinvesting when u are prepared for the roads. It is a wrong notion which lot of us have and end up spending money again n again where it is not required.
Regarding any sort of accidents, dents, nicks anyways u will have to pay up same money whether new car or second hand.
PS: Smaller the car less are the no of cylinder and smaller is the every spare parts size, so lesser is the cost of spare parts. But for the same consideration less is its carrying capacity and less of a pleasure to drive (in extreme small models - draggy effect). And difficult terrains (off road parkings, bad road conditions) and weather conditions (sand storm, rains, dust) will add more fuel to the fire. So think wisely....

in the current situation it is not advisable to buy a car. traffic is havoc now and no job security too. the happiest person in kuwait is the one who is not driving car. use public transport (tai or bus) and have peace of mind. if at you are hell bent on buying car search among your circle who wants to sell his car. at least you know the history of car.
