Indian kids without birth certificate finding difficult to use amnesty to return back to India

Numbers of Indian kids born in Kuwait and without residencies are facing difficulties in using the amnesty announced by the government for lack of documents. Scores of parents, many of them without valid residency, are in a piquant situation as they can’t abandon their babies and return back to India.

According to sources, around 20 such parents approached Indian Embassy in the last few months for registering their birth and issuing Emergency Certificates to leave the country during the amnesty period. There are babies who were born before 6 to 7 years back among these applicants. As per the Kuwait government regulation, parents need to submit authorised marriage certificates to apply for the birth certificates of babies born in Kuwait. There is also some restriction for ladies on domestic visa. To avoid the legal hassle, there are cases where the couple gives birth at home without approaching hospital. For such parents also getting the birth certificate from Kuwaiti authorities is a big hassle. Such kids don’t have any document to prove that they were born to Indian parents and this is making it difficult for the Embassy to register their birth.

"The matter has already been taken up with authorities in India. However currently we are processing cases of those children who do not have proper birth certificate but were born in hospitals. Those who were born at homes and have no records will be done later after completing required formalities," Embassy sources clarified to IndiansinKuwait.com

Embassy officials confirmed that those parents who have the pink slip issued from hospital but no birth certificate can approach Embassy after attesting the pink slip from Ministry of Foreign Affairs, along with affidavits from two Indian witnesses for birth registrations.

In many cases, the babies were born 5 to 7 years back. Even though the parents failed to obtain birth certificates from Kuwaiti authorities, nobody approached Indian Embassy for registering their birth till date. This also adds to the confusion.

However the embassy assured that all such cases will be attended and community duly helped after complying with government rules and regulations.
