India withdrawn bank guarantee requirement for domestic workers

Government of India has immediately withdrawn USD 2,500 Bank Guarantee measure which was needed earlier for recruitment of Indian female domestic workers for Kuwait. However the recruitment of domestic workers is restricted through six State Government recruitment agencies.

The six recruitment agencies which are allowed to recruit domestic workers to Kuwait are Non –Resident Keralites Affairs Department (NORKA-ROOTS), Thiruvananthapuram, Kerala, Overseas Development and Employment Promotion Consultants Ltd. (ODEPC), Thiruvananthapuram, Kerala Overseas Manpower Corporatiion Limited (OMCL), Chennai, Tamil Nadu, Uttar Pradesh Financial Corporation, Government of Uttar Pradesh (UPFC). Kanpur, Telanga Overseas Manpower Company (TOMCOM) Hyderabad and The Overseas Manpower Company Andra Pradesh Govt. Andhra Pradesh.

The Embassy of India introduced Bank Guarantee of US $ 2500 (Approximately 720 KD) for every female domestic workers going to Kuwait on domestic visa two years bank, which draws a strong protest from the Kuwaiti authorities. This measure was taken to safeguard the welfare of female Indian domestic workers in Kuwait. Later Indian Embassy also suspended attestation of employment contracts of Indian female domestic workers to Kuwait.

Recently Kuwait government had set up a company for handling the recruitment of domestic workers in this country. The newly formed company will have offices in six governorate across Kuwait.

India’s minster of state for external affairs Sri M J Akbar is scheduled to visit Kuwait this month for the joint ministerial committee meeting between India and Kuwait. Withdrawal of this bank guarantee before the ministerial visit is termed as a good will gesture from the Indian side.
