being poor is a crime everywhere in the world. We humans have made humanity miserable. Poor are not treated well in India/elsewhere either.
The above initiative is a good one by govt. many a times these wandering people are thieves and thugs watching over people's movement to mark the pattern and strike at their apartment/cars for robbery.

Sometimes, they also follow women folks and harass them or rob them being soft targets.

Desperation or evil drives these thugs.

People leave their country of origin in search to find a better means of earning to meet their daily needs of life. But it is understood everywhere in the world people are roaming around searching to find jobs. And many people are not able to find any business as they are not able to pay the fees in various forms as per the ruling government.
Now people can only report and force other people to be deported back to their country of origin as per the laws of the country.

Very good move. Similar initiatives should be taken for Baladiya and MoI as well, so residents can report about illegal covered parking, basement warehouses, thefts, stalking, and all illegal activities which comes into notice. Congrats to Kuwait government.
