The main reason of behaving very worst with the expats is population. They are struggling to control the traffic on the roads. For this reason they want to reduce the population. This is not the wise idea to control population. One day their own people population will increase, what they will do with them? will they deport their people?
To control the traffic, they have to reduce the number of vehicles. The best ideas i can suggest are

1. Impose the tax on cars
So the sales of cars can be controlled.
2.Impose the toll tax on the roads
So the movement of cars on the roads will be controlled.
3.Cancel the expats licenses those who are above 50 years and those who are not Engineers, doctors, sales man, purchaser, mundoop, Drivers and site foreman.
Number of drivers will be reduced.
4. Increase the Driving license fees.
People will not think about applying licenses. Will take public transports
5. Cancel the driving licenses for nurses. Let the hospital arrange the transport.
Number of cars will be reduced.
6. Cancel the driving licenses for those who are under 18 including citizens.
Number of road accidents will be reduced
7.Cancel the residency of the expats those who are above 50
number of population will be reduced, the traffic will be controlled.
8.Impose the tax on expat business people.
Maximum business people are expats in kuwait. Let the kuwaitis directly manage the business. when tax system comes, expat will leave the business and the number of cars will be reduced.

If they follow the above ideas within 6 months population will come to control. After that they can reform the country easily.
Kuwait will get new life within a year.

It is of course unbelievable that these many people committed violations. Many of them are sure without any valid reason.
Instead of police coming to the streets and collecting money, why not interior ministry make a ruling that all expatriates having driving license should pay KD 10 per month to the traffic department. How easy isn't it!!.They will get money and police can take rest. May be they can cut short of the staff strength in police too.
There is a limit to screw the expats.
