Candidate wants no Govt healthcare for expats

One of the candidate for parliament election Sami AlDabbous called on the government to stop providing healthcare for expatriates at public hospitals and replace it with a health insurance scheme.

According to Kuwait Times report, the candidate said that every expatriate in Kuwait costs the health system KD 562 per year and they pay only KD 52 to the government.

Dabbous did not say how he reached these calculations because they appear to be highly exaggerated. Based on his calculations, the cost of the healthcare for expats will be close to KD 1.8 billion per year which is far above the health ministry budget even without including the expenses of Kuwaiti citizens.

Mr. Candidate is very smart to calculate the expense per head for every expat. But does he know or have the knowledge needed to calculate the expenses incurred by the state with regards to its citizens. At least expats pay insurance but what do Kuwaitis pay? Not even peanuts!!! He is just displaying the level of competence he has. I am not sure if I will take pity on him.

Sit behind quietly and please come to a positive mind set.
Yes I agree the Kuwaiti population is 1.5 million or max 2.5 million .
Yes all exparities may double or triple towards kuwaiti citizen size of population .
Just imagine every year visa renewal 54 kd from this triple expat population that too expats doctors and egypt tablets -panadol not orginal from UK is a simple understanding .Morevoer out of triple population almost 75% of the Population do not visit at all to the clinic or hospital .
So Mr. Sami now you claculate just Kd 54 x to this Triple population == to how much KD ???
So practically please understand the Kuwaiti do get actually free medical treatment on our expense.... with this money you also cover the cost of all expense of 1.5 million locals population their GOSI security insurance , free education abroad including their multiple children iniversity abroad food and lodging , their monthly ration ,housing , travelling , in supermarket special discount card etc etc etc
Mr. Sami Please remake your proper calculation again .Some figures are missing ??

I will take Mr. Sami's comments with a pinch of salt and say, yes, expats must have a separte hospital in every governate. These should be run on the membership fee each pays to the hospital every year, say KD50/- and for each visit KD2/-. This will cover the costs of running the hospital, every private hospital can put in their bids to aquire such a facility.
further Mr. Sami, the only reason why Kuwaitis are living a good life is because expats are working on a cheap salary, thereby the nation gains and youll are given more perks. We have not education allowance, food allowance, social allowance, housing allowance, cost of living allowance, free medical etc etc. So please stop complaining even after feeding the expats crumbs.

Mr.Sami Dabbous needs to be reminded that expats also pay KD.1 for every visit to the clinic as well. On an average every expats pay KD.50 per year.
Assuming 2.2 million expats,MOH is collecting KD.110 million from expats. alone.

One more negative news, poor expat finds iik a appropriate place to vent out there anger and thinks what he is commenting here reaches to GVT policy makers and as if someone is hearing there plea, a revolution is soon coming.

Truth is ..
Whoever comes to Kuwait to work, his sole purpose is to bag as much wealth as possible and leave while young and primetime of life is still in hand.

Kuwait is not a place to spend your life, Whatever you grow to become, here you are always a Expat, With no rights.

Useless hoping that GVT will ever play fair, and you will ever be consider as equal to Kuwaitis, Regardless of your opinions, patriotic views or love for Kuwait.

I will tell you about my self Iam working in Kuwait since 18 years hardly 10 times I visit gov hospital one time for sum scra fall in my eye and two times for removing teeth remaining all for fever or small sickness I think meany of us are similar to me so how to believe 1.8billion KD Per year.

According to kuwait times report, the candidate said that every expatriate in kuwait costs the health system KD562 per year...it means 1.54kd per day.
To be honest i am going to clinic once in 3 months, some times once in 6 months. Let us say 4 times in a year, that is 4 days in a year, so my medical expenses is 6.16kd. But my sponsor is paying 52kd per year.
150 labours are working under me. I never saw anyone had taken medical leave often in the last year. However if they go monthly once for example it cost 230kd per month. Per year 2772kd. My sponsor pays 7800kd per year for 150 labours and the remaining is an hidden profit to the government.
If the government still faces the loss,we can say lack of management only is the main reason.
In this case throwing the expat out of country, increasing the insurance cost, keep away the expats from government health centres.... all these not a solution!
My suggestion is split the clinics and hospitals in two ways.
One is for nationalities which are running fully under government. the second is to privatize some for expats.So that at least government can remove the eyes on expats on the health care matter and look for further development of the country.
When medical becomes private for expats..sponsor will pay this insurance amount as a medical allowance to expats instead of paying to government. As i need only 6.16kd per year according to the above statement, so i can save 45.84 kd. No need this much confusions and controversies to re organize the country in this matter.
My suggestions for the government to reduce the population and unbearable expenses
Lets take singapore an example. This country was developed in a short time and doing successfully.
1. They have an employment system of work permit and employment pass. The employment pass holders can stay longer as well as can sponsor their family to live together in the country. For work permit they are not allowed to sponsor the family. Here in kuwait every low level labours and technicians can sponsor their families. A small family with 2 studying kids needs at least 350 kd as per today's expenses if they share a flat with another family. When a man cannot afford these expenses while he is taking 250 kd salary, then how is managing his expenses????
Now crime is starting from here. Please note not all the people doing crime.So allowing a expat to sponsor his family whose salary is under 350 is an danger.
2. The work permit holder can only stay up to 4 years. For the country growth every year we need an experienced people and same time with the revised pay.If the employee can prove his skill updated in this 4 years by passing some technical test arranged by the government, then he can extend his stay more than the specified period.
3. Medical expenses for the expat is bore by the sponsor. Government has no headache.
4.Citizen first in employment. They do any job.Government will not provide him any subsidies for whom has no jop.So everyone must work.
There are still lot i think space may not be available here to explain.
Summary:-
1.Renewal should be cancelled for families those who have income less than 350kd. I am sure they will live with depression or with crimes if they have lower income.
2.Expats should be divided into two categories in the company. Labour level and staff level. Those white collar jobs are staff level. They only should be allowed for getting driving licenses.
3.Privatize the clinics and hospitals for expats and impose the medical expenses on the employer.
4.Get all job level information of the expats from the companies and cancel the driving licenses those who are not coming under the white collar jobs.
5.Impose the least Tax on the expats those who doing business in kuwait.
6.Double the cigarette prices to control the heart diseases in kuwait.This is the main cause of health care expenses hike.
7.Develop the out skirts of the kuwait for expats living so that to control the traffic.
8.Allow foreign investment for manufacturing sector to expand the job opportunities for kuwaitis.And to increase the country's economy.
These are some simple ways to develop the counrty as well to keep the country in clean and smooth living environment.
Following this way kuwait will become top most friendly country in the world.

Ban all expats from entering Govt clinics however at the same time stop collecting the KD 52 from them, the entire system will collapse in no time..... Govt clinics are good only to get sick leave certificates stamped.

This is not true, becoz all the expats do not use this benefit. Even we pay KD 52 to the Govt., and if we go there for any sickness, normally expats get pandaol and amoxcillyn only. So it does not use for us. But some of the expats suffering from long illness like diabetics, they have to take medicine everyday. So they prefer govt., as the cost compare to the private and it is cheaper. but for one person govt is paying KD 562...No idea..how they calculated this?

Mr Candidate there are almost 3 million expats & almost 80% hardly visit your ultra modern health clinic despite paying hard earned 52 KD a year.

And those who visit clinics had to wait for hours to see highly qualified misri doctors for Panadrex and some cheap antibiotics.

Great Calculation by the Candidate for Parliament, but he forget that Due to hard work of Expatriate Kuwait developed at this stage else the local citizens are on duty busy in their diwaniya and roming around working only 2 hours out of 8 hour daily. need more holiadays, to get rest for their entire week hard work, better replace all expatriate from country with citizens in kind of jobs, cleaning to Board of Director, Driver to Major General than you can see how many years need to develop country
