Decrease in number of Kuwaitis working in private sector

The number of Kuwaitis working in the private sector dropped by 18.3 percent this year compared to last year, local daily Kuwait Times reported citing Al Qabas Arabic news paper.

According to report, recent statistics revealed that there are 60,619 Kuwaitis working in the private sector, compared to 73,576 registered in 2015, which means that around 12,957 have left their jobs within one year. A MGRP source said that steps taken to fight fake employment at the private sector this year have forced many to terminate their contracts before they are busted, thus dropping the total number of employees.

could not understand the article?
fake employment? contract? busted at private sector job?

do kuwaitis need to sign a contract too? but if they are signing the contracts, being a kuwaiti why is it fake? and why they are getting busted for doing a decent full time job?
