Issues of NRIs in Kuwait and India Government - A Debate

As part of the Pravasi Bhartiya Divas (PBD) 2016, the India government will organise a panel discussion on Managing Emigration to ECR countries on 28th June 2016 in New Delhi. Ten members of the Indian Diaspora, including two from Kuwait, will attend the panel discussion along with experts in the subject.

Shri Dhanpal Panchal, President Rajasthan Darpan Association (RDA) and Shri Suraj Kollabathula, Gen Secretary of Abhaya NRI Foundation, Kuwait, have been selected by the Ministry of External Affairs, New Delhi as participants from Kuwait for the above event.

As per the revised format of Pravasi Bhartiya Divas to use it in a productive way by the India government, the panel discussions on issues of significance to Indian Diaspora will be held throughout the year and will submit their recommendations to the Government for consideration.

The Panel discussion on June 28th will discuss various issues relating to Emigration of Indian workers to Gulf countries.

Indian community in Kuwait, on several time, reported various issues faced by the community at large. The issues of exploitation of female domestic workers and abuse of male domestic workers, high level of irregularities and corruption in the recruitment of Indian nurses for work in Kuwait, long delay in repatriation of distressed Indian nationals to India etc are a few among the major issues which can be debated with experts during the panel discussion.

Several stories were reported by media on Indians falling victim to visa-trading, non-payment or under payment of salaries, exploitation of workers forcing to do jobs other than what promised etc and the panel discussion will be a good platform for the India government to formulate its action plan for helping the Indian people abroad.

Several actions can be taken by the Government of India and the Indian Embassy in Kuwait to make an end to these issues of Indian workers abroad where as some of the steps may require a law or policy by respective State governments in India.

What action can be taken by the Government of India? What action can be taken by the Embassy of India in Kuwait? What action can be taken by the State Government authorities in India? What are your expectations or action required from the Kuwaiti authorities? I appreciate the article by IIK on PBD and opportunity given to all Indians in Kuwait to make their comments and I read all the issues raised and suggestions given by the readers, This PBD 2016 Panel discussion is on Topic od ECR emigration and role if ICM on ECR emigration. I have taken few valid points related to this topic and me along with Mr.Dhanphal will present them and try our best to make them noted.

This is not the time to talk about such issues because most of the issues some people are discussing in this forum are just not debatable for the simple reason it would mean interfering in the internal affairs of another country... Guys, just take it or leave... This is the attitude today... Once the stomach is full even the best food is less tasty.... Think over it...

- IIK are all listing their own personal problems. Do you think Kuwait Govt is dying to solve your problems ? They are not even solving Kuwaities problems. Rent is too high, need quota for my children, cannot bring parents ? Expatriates are no longer welcome and they are trying to find ways to kick you out.

Two Issues:

1. If government can help Indian citizens in Kuwait to bring their parents on a long term visit visa, it would be great. Kuwait dailies citing using medical services as a reason for not allowing parents longer stay in Kuwait. Many Indian citizens are ready to pay for private medical insurance to bring their parents if that clause can be introduced by the Kuwait govt and also ready to pay higher visa charges for the same.

2. Allowing Indian citizens to bring Indian maids on their own sponsor by depositing 3000$ with Indian embassy. This will benefit many families where both husband and wife work and no one is there to take care of small kids at home. This is a big issue for many, as there are no registered day care facilities available in Kuwait.

The entire staff of one company in Kuwait is being terminated and the owner has decided to close down the business.The terminated employees are not been given the settlement of indemnity so far even after 6 months.Most of the employees had worked their life time for the company and the indemnity is the only savings for them.
If they go to Shoun and labor court its taking years to get their settlement.How can Embassy involve and solve these issues.If any one has any similar experience and solution please highlight.

I feel the main things to be discussed is how the Indian Embassy can help when the

a) Kuwaiti Sponsor is keeping the Passports
b) Indemnity Calculations are not done properly.
c) Non Payment of Salaries
d) The Actual Job is not the Job mentioned on Contract
e) Harassment and Abuse of Employees

The bottom line is that "Expats are not welcome in Kuwait anymore, becoz the government of Kuwait can no more support expats and can take care only Kuwaitis. If you wish to work, work and don't complain becoz this country for Kuwaitis only or else leave the country". So, what do we expect from Indian authorities?? This debate is just name-sake & there won't be any action from Kuwait/Indian government.

There are two points which I would like to highlight :-

1) Day by day house rent is increasing, either there should be a system which can fixed rent on particular areawise so that it could be easy for indians to manage or a law to be introduced as heard earlier rent law per sq meter which would make life easier for us.

2) Visit visas for parents should be increased from 1 month to 3 months.

People are just waiting for the verification of their degree certificate for years togather. it is very difficult to inquire. if we go to the social affair in kuwait they say go and find out in kuwait embassy in new delhi. if we go to kuwait embassy in new delhi they do not entertain, neither give any information. so what we have to do now. hope our indian govt try to help us. it is also surprising that some of the people who have submitted their documents after us have been verified. it is really difficult to understand

I WANT TO RAISE THE ISSUE OF ADMISSION ON NRI QOUTA IN MEDICAL DEGREE COURSE IN GUJARAT.
ON 4TH JUNE'16 ,GUJARAT GOVERNMENT HAS ISSUED ORDIANCE CANCELLING ALL NRI SEATS IN ALL MEDICAL COLLEGES IN GUAJRAT.
NOW AS A DOMICILE OF GUJARAT , I CAN NOT APPLY FOR NRI QOUTA ADMISSION IN GUAJRAT.IN OTHER STATE IF I WANT TO APPLY ,THEY WILL ASK HUGE CAPITATION FEES .
PLEASE RAISE THIS MATTER WITH GUJARAT GOVERNMENT AND REQUEST THEM TO ALLOW NRI QOIUTA ADMISSION FOR THIS YEAR IN MEDICAL SIMILAR TO OTHER COURSES.

The main issue facing an Indian expatriate working in the gulf and his family is the exorbitant airfare the airlines charges during the peak season. The main reason for this exploitation in my opinion is Air India's decision to pull out of most of the sectors siting non profitability, leaving the private airlines and foreign airlines a free hand. Classic example for this is Kuwait Mumbai sector, wherein a Private airline operates 2 flights a day, whereas AI was not even operating a daily flight before pulling out and leaving the sector open for private airlines.
It would be advisable to take up this issue with the Aviation Ministry and correct the wrong decisions by the previous regimes, which will be a win win situation for both Air India and the Indian Expatriates.

i would like to discuss about Medical lab Technologists whom ever working in private companies want to transfer to other lab.For Residency problems we can go to shoun & get release but the issue is if present company not giving No Objection Certificate (NOC) for transfering the license, Then where to go ?
or how can do the same job at another place.So any how u have to work same lab untill not get NOC
please i hope it will be solved out soon

During the travel, Airlines are biased to gulf residents specially.We cannot have the weight what the international flights are allowing us,to domestic airlines. If this is from other country like USA and UK they do have special privileges for the weight.Domestic Airlines treats us the same as domestic travels even if we show them international ticket.Please Convey Message.

1. To bring back the medical examination center in Trichy and Chennai.(Permanent visa for family and individual)

Hi,
The majority of employers here in kuwait are withholding our passports and they are using this to manipulate our annual leave, transfer to better job and forcing us to do jobs other than what is in our contract. There is no quick mechanism to complain to the embassy for this for fear of dismissal from job and false cases by employers.
The salaries of majority of indians are below the basic pay for their professions. Also most employers don't give allowance for housing, food or air ticket despite the constant increases in prices for all things.
The indian government must be strong to demand respect and fulfill the needs of the indian diaspora here.

There are two issues that needs to be addressed by the Government of India immediately which will bring comfort and confidence to every Indian expatriate in Kuwait. The tow points are:

1- In which building we live and if they want to demolish, according to Kuwait labour law they should give 6month time to search another one and 3 month free... In Abbu Halifa block 1 Building no. 16 they just give 4 month to leave, some family is already gone for summer vacation and some are going ... they give 4 month rect. and next day they start to broke the building area and the new kuwait owner start to trouble the families by closing the AC , Keeping Bulldozer inside the building, closing the building light, Broked the parking etc ... when Building people try to talk with owner .. Simple he said go and do case or do police complaint.... we don't care ... Please it's humble request to give respect to Expertise .

2- The Rent in Kuwait , Visa Charges, Electricity,Water, Grocery, Tickets, School Fees All Are increased .. but in Private Sectors Salaries are still same last 16 year of my experience please Indian government should keep some Rules for private sector Employees also.
All Rules and Facilites are only for Kuwaitis ... We leave our Country , Relations , Festivals etc... for what.... to suffer only ?

Please discuss these issues also... and support Expertise .

I want to ask question why Indian Embassy in Kuwait not allowing women below 30 year old saying it is Indian Government Rule where all other gulf counties are allowing. I agree if it is maid etc., but educated people what kind of rule to work in companies.

I have written about this to the MEA - GOI, but failed to elicit a response. So I am writing about it here.

The Indian Embassy issues a "relationship certificate" for immigrants wanting to bring their family members to Kuwait on visit / family visa. I fail to understand why they mention "Valid for 6 months from date of issue". That statement just does not make sense, infact it is really laughable – a joke. Will my daughter or son stop being mine - 6 months later ?? What exactly is the embassy trying to state - by that line. PUZZLING.
I have had to go to the embassy just for this purpose 3 times in the past year and I see most of the people waiting there ARE for this "Relationship Certificate". Embassy staff can be relieved from doing this worthless job again & again, by simply removing this one line. If it is the rule / law of the land, we should use our country's relationship with Kuwait, to get it changed ASAP. If it is a money making matter, for the embassy, then I am sure the embassy can find better ways to do it, instead of harassing their expats in this country. BTW such a certificate is NOT asked for or needed in other GCC countries like UAE, Qatar or Bahrain.

As per the Kuwaiti labour law employers are not allowed to keep the passport of the employees . As the passport is the property of government of India ,employers are still keeping the passport of the emplyees ,this has to be taken up in the discussion to keep the passport of the employees with employees itself.

1. I have seen some security staff, tea boys, office boys, road cleaning staff etc work for 16 hours every day without a single day off in the year. They are suppressed and their passports are held by the sponsors and they are totally helpless to do the non stop work for a very low salary.

2. When people travel in public buses, the kuwaiti boys stone the buses and there is no provision to complain or stop such things. I am also a victim for such incidents.

3. workers in this country are forced to work like slaves because if we object for any work( whether it is related to our scope of work or not) immediately there will be punishments and termination. They do not have any feeling for termination of job and throwing the workers out of the country.
As we cannot stay in this country without a sponsorship we are forced to leave the country immediately and because of fear of job loss, we are working always under their mercy.

1) Air ticket charges between Kuwait and India. The common Indian expatriates'understanding is that the Govt. of India is cheating the common man by allowing the national airline Áir India', as well as the foreign airlines to increase the rates without any valid basis. When the schools in Kuwait closes, the rates go sky-rocketing. The national airlines leads the other airlines in looting the Indian expatriate. Will the Indian government take is seriously enough to stop this day light robbery?
2) The apathy of the Indian Embassy. The Indian expatriates in Kuwait feel that the Indian embassy should follow the same, or if not more, than what the Philippine embassy is doing for its nationals in Kuwait. I don't want to highlight where all the Indian embassy failed, but rather let them put up a 2 member committee to find out the differences in operation of these two embassies in Kuwait, and why the Indian expatriate is feeling the embassy has let them down, when compared to the activities of the Philippine embassy.

Hope the two points will be taken for serious discussion and positive results will emerge.

1. Domestic Female workers should be stopped. India is the second largest country by population. China is the first but china is not sending. they are working minimum 16 to 18 hrs. may be 10% out of total will be happy. No one can stop the exploitation of them bcz they are house arrested not free to share their grievence.

Cannot take pets with us for a short vacation to India, say for 10 days

In spite of making a certificate from Kuwait's Ministry of Agriculture & Fisheries ( http://www.paaf.gov.kw/ ) - NRI's from Kuwait cannot take pets to India when going for a SHORT vacation !

Pets are like children to some NRI's like us. There is no ONLINE method in Indian ministry website ( http://dahd.nic.in/ ) to take a TEMPORARY Import permit - and it is a sad affair !

Look at Dubai's website ( http://www.moccae.gov.ae/ ) - they have online Import permit and import license comes in 10 seconds after online payment.
