58 percent unemployed Kuwaitis unwilling to work in private sector

Nearly 58 percent of unemployed Kuwaitis refuse to work in the private sector, preferring to wait until a public sector job becomes available, according to government labor statistics released this week, reports Kuwait Times daily.

The data suggests that government efforts to encourage more citizens to work within the private sector – including through the distribution of matching stipends and other benefits – has largely failed. Almost 87 percent of Kuwait’s national labor force works in the public sector, according to the 2015 Labor Force Survey published by Kuwait’s Central Statistical Bureau (CSB), daily reported.

Kuwait’s Constitution guarantees all citizens work, under Article 41: “Every Kuwaiti has the right to work and to choose the type of his work. Work is a duty of every citizen necessitated by personal dignity and public good. The State shall endeavor to make it available to citizens and to make its terms equitable.”

The public sector remains the most attractive employer for a variety of reasons: shorter working hours, often less demanding work, all public holidays, benefits and perks not always available in the private sector and security since locals cannot be fired except in extreme circumstances.

Unemployment among Kuwaitis reached 4.7 percent in 2015 according to the recent statistics.

There are a number of reasons why Kuwaitis do not like to work in private institutions due to the following:
1. Timings (to work 8 hours & come on time)
2. Weekly off-days (no Fri/Sat off)
3. Financial facilities (no annual increments,bonuses,etc.)
4. No job security
5. Ego problem (to work under a non-kuwaiti guy)

This in regard the way people work at the post office the public sector job. A good example which happened two days to me. the post office at Murgab had changed its timings from morning to evening for posting, stamp etc which I was not aware of it. Anyway went morning then I was told the afternoon shifts is from 1pm so I left office and went there. Unfortunately none were at work except for the 6 customers. Finally one comes to duty and he pretends he has no life in him, pick up his mobile and walks away. I asked where are the staffs, I want to send registered mail. He said come at 3pm. I asked are u mad u want people to go back to their work and again come at 3pm to post office. why do u call us at 1pm. No stamps available . I told I had stamps. He said okay but for the frustrated angry customers who had to go back. have u seen the animation movie Zootropolis. There is a particular part where u will see special hard hard working animals which reminds you of people in public sector. Have the govt realized that the expatriates work harder to earn a living than the locals are enjoying and throwing the money, life around. Can kUwaitis do menial jobs.

1. Kuwaitis do work only 4 hours a day in offices. In my office, they come at 10 AM and leave at 2 PM though they are supposed to come at 7.30. As there is no attendance punching for them, they come and go at their own will and wish.

2. It is almost impossible to terminate them even if they do not work or create problems. There is no provision to terminate them. Hence, private companies do not want to recruit them.
3. Kuwaitis do not want to work under non- Kuwaitis . They feel that it is a less prestige to work under non-Kuwaitis.

Unless there is a change and control for these things, system will never change.
