Nurses recruitment - CBI registers fresh cases in India

The Central Bureau of Investigation (CBI) has registered three fresh cases against protector of emigrants (PoE), Kochi L Adolphus in connection with the illegal recruitment of nurses to Kuwait by three recruitment agencies. The fresh cases were registered for helping recruitment agencies based in Kochi, Mumbai, Changanassery and Adoor.

In the first case, CBI named Adolphus as the first accused for illegal recruitments conducted by an agency named Mathew International and Munavvara Associates, both based in Mumbai. While the PoE was named as the first accused for procedural lapses committed in stopping illegal recruitments, the two agencies were arraigned for not having proper rights to recruit to nurses.

According to officials, Mathew International had taken sub-contract from Munavvara Associates to recruit 400 nurses to Kuwait. They said Mathew International had started recruitment procedure before getting nod from the PoE's office. P J Mathew and Mohammed Nina Prabhu - proprietors of Mathew International and Munavvara Associates, respectively - are second and third accused in the case. CBI found that the PoE failed to report the offences to the protector general of emigrants (PGE).

In the second case, Adolphus was named as the first accused for permitting illegal recruitments by J K International, an agency in Kochi. CBI found that the PoE failed to take action against J K International though Ernakulam south police had given a complaint about excessive fee collected by the agency. He also failed to present the issue before the PGE. Proprietor of the agency Kuriakose and CEO Renny Eapen are second and third accused in the case.

In the third case, CBI has arraigned the first accused for permitting unauthorized recruitments by Changanassery-based agency Pan Asian Tours and Travels. According to CBI, the PoE permitted recruitments by Pan Asia in the name of Aroor-based Trust International Overseas Manpower after the expiry of its licence. Salim, proprietor of Pan Asia and Sajan proprietor of Trust International, are the second and third accused in the case. CBI submitted the three FIRs before the CBI court-III on Tuesday.
