After banning inappropriate clothing on public beaches, Islamist MP propose hijab on all women

"After endorsing Decency Law we will submit another that obliges women to be veiled", Al Watan daily reported quoting Islamist MP Osama Al-Menawer.

The Decency Law, which is one of the hottest issues due to the numerous discussions by the different media means and social networking websites such as Twitter and Facebook, ban swimsuits on the beaches and introduce many other restrictions. The proposal also bans plastic surgery.

Islamist MP Osama Al-Menawer stated that he does not mind proposing a law that forces and imposes upon women to wear hijab in public after approving the decent attire law, local daily reported.

In an Interview to local daily Al Watan, Al-Menawer indicated that the suggestion he submitted doesn't need any clarifications as it is very comprehensible and aims at banning inappropriate clothing on public beaches and islands given that article 49 of the Kuwaiti Constitution stipulates respecting the public traditions. He also criticized conducting plastic surgery, particularly if not needed while stressing that those surgeries should be approved by an honest medical committee.

The second article of the constitution bans men from mingling with women in stadiums, sport galleries, hotels and health clubs. But the items of this article are not enforced, Osama Al-Menawer said to local daily.

However various political activists came forward to speak against the proposed ‘Decency law', which they are saying as an offense to an already conservative society. Submitting a draft law to criminalize ‘indecent’ clothing and behavior in Kuwait reflects the fact that Kuwaiti society is increasingly adopting a regressive mentality, and is an offense to an already deeply conservative society, Kuwait Times reported quoting political activist Muna Al-Fuzai.

She stressed that other important issues need to be tackled in the country. “While there may be incidents that violate Kuwaiti societal norms, they cannot be considered a phenomenon that needs to be countered with the help of legislations and deterrent measures,” said Al-Fuzai

“After the Parliament was dissolved, we expected to see the MPs calling for reforms, and instead they came with other silly issues such as changing article 2 of the Constitution to make Islamic jurisprudence the only source of legislation, or approving a law of decent attire. And now Al-Menawer is stating he wants to propose a draft law for hijab. Kuwaiti women will not allow any changes to our Constitution and we will not let them force any rules on us. We are Muslims and respect our religion and this is a new issue. We refuse to change Kuwait into ‘Kuwaitistan’ as they like,” local daily Kuwait Times quoted Lulwa Al-Mulla, Secretary General of the Women’s Cultural Society.

Recently, the Ministry bans the display of lingerie for sale in shops windows and display of manikin without clothes or its display in immoral manner.

It's a good idea to enforce Hijab. Women won't have to buy or use any other clothes. But all the garment shops may have to close down. I wish they enforce dishdasha for men. I won't have to use any other clothes :)

Also, id like to add instead of forcing women to wear a hijab they should punish the rapist who commits the crime and not free him just because he has wasta or is a local.
I know of an incident that took place to a lady who is from a well mannered family with two kids and dressed appropriate to go to work and some men attempted to rape and abduct her but she was saved on time and the men were arrested but later freed cause they were locals. What kind of a law do we have here then???

Well i have been raised in this country since birth and now as i work here i have a lot of kuwaitis and arabs working with me and i must say that they talk about the hijabs issue at work here and how they are forced to wear it here by family members and society and when they go on a holiday to other countries they get it all off and wear other attires of their liking. We should understand that a woman wearing a hijab is not going to stop molestation, abduction and rape. A man will do all of that even if shes wearing a hijab. This is such an obvious fact. In afghanistan the women cover their eyes too and are still raped and molested on a daily basis. A women should not be forced to do things she does not want to and who are these people to force such laws. They are'nt GOD! That way why are men allowed to dress with just shorts at beaches and malls too now, that should be banned as well. I know of a young boy raped in Fahaheel should he too be wearing a hijab now to protect himself?? There are so many women dressed decently without a hijab from with good family backgrounds and still are raped here and harassed. There are so many articles stating young men harassing women in hijab in other GCC countries. If laws are only made for women what about the men without beard? the young generation boys in the mall teasing girls and passing on numbers?? All of that should be banned. Men mingling with women in malls should be banned. Why are we stuck on silly matters when there are so many issues to be solved. Sigh!

Moving forward does not mean shedding clothes ,indulging in wrongthings and spreading moral corruption in society.Dress does not make anyone forward or backward.

Go back to your authentic religious scriptures and read with understanding what it tells about good and bad things , about men and women and their behaviour.

Some positive and some negative. First of all this is just a proposition, and 99% of the propositions here in kwt remain "propositions" in the file. Hahahaha.....no difference for me even in hijab..I can attract men by wearing spongy undergarments to make my figure prominent even through hijab, moreover I can highlight my eyes and eyebrows with eye lashers, liners and lenses and lipsticks as well.. that is enough for me to attract men, and men to loose his control.....so keep going to imposing rules on us after hijab, you may not still be satisfied than plan and impose ban on makeups and spongy lingerie's as well.....pity on man's poor thinking to dominate women and control themselves & their own weaknesses.Control and change yourself and your thinking first than you may not need to impose your opinions and rules on others.if you still cant control live kuwait and stay in jungle.pathetic... inspite of saudi practicing this there is every modern and bad things being practiced there inside hijab same will start here, jus like the more u tie and control a dog when it is left for a min. it will go out of control so will the women if controlled and tied with laws, a small chance will be enough to go out of ways...due to the frustration caused on imposing law on them,poor thinking of law makers.Agree with jack thats true...

Good Proposal, All women including expatriate women must be forced to wear veils and only their eyes must be seen to public. Of course inside homes they can be dressed as they want. Shame kuwait has not introduced veil for all women already.

Wow.....after reading all the comments and especially the topic i am just amazed!Why dont we leave this issue with the kuwait govt and their parliment to decide......they very well know what to do with their women and what not.When they are effectively managing the large population of expats they can very well take care of their women.And let the women decide if they wud want to wear a hijab or no?By the way my dear colleagues who are in favour of women wearing a hijab,i request them,to wear this just for one day and get out of the house,see how it feels,experience it and then advise.We men take ladies for granted.Let us experience what it is wearing a hijab!!!!!!

Iran the biggest Islamist country don't implement such an ordinary proposals. These happens when you don't have other work to do. In Kuwait There is enough work to do. Firstly being a person who is born and raised in this country finds this law extremely irrational and self centred. women who wear hijjabs also exposes themselves even more than women who wear shorts!! A Hijjab in this country is worn as a fashion statement rather than a servicing its true purpose. This is a proven fact!!!!

If this law is being considered to be implemented then I suggest that the government should take a very close look at what freedom the country provides. All 5 star hotels allow men and women of all nationalities to dress in attires which are considered appropriate for that situation, specially beach resorts. Has the government been sleeping for so many years that they didnt see this?? Why no action has been taken on this till date!!! Does Kuwait government have an answer to this!!!

I do not see the point of all women in Kuwait to be forced to wear hijjabs and this will not solve any crimes in Kuwait.

Men will still rape, regardless if a women is covered in a hijjab or not. This is a very simple fact!! they do not really see the outer appearance of women when they abduct them and rape them. Young boys and children get raped in this country as well. What does wearing a Hijjab got to do with this?

Its the intention of a person that reflects his personality and his actions.

Why are men allowed to wear just shorts on the beach and expose their entire upper body? This is also indecency!! Why are men allowed to tease women and pass numbers in public places.

I suggest the current Kuwait government personnel to take a day off and visit the Massliah beach on Tuesday which is an ALL WOMEN'S DAY!! 100% of the women are arabs all in beach attire!! Can action be taken on this? when this is allowed by the government itself!!

People who think that this law should be implemented are simply those who refuse to see how advanced the world is and how their own wife's and children run to Dubai and all other GCC countries to enjoy freedom.

Dear all, for a long time, i am hearing many comments that wearing burqa will reduce crime etc..

I will tell u the truth..

I am a bachelor and most of the weekend i call different girls to my apartment for fun.

In 90% of teh girls who r coming to my room, either filipino or srilankan or indian, they are coming wearing burqa. when they reach inside my apartment, they will remove the burqa and u can see they r wearing a very sexy lingery type of dress which u can see in many shops..

when they r going back they will again put up burqa and will go as an innocent islamic lady!!!

so this dress is using as a cover for many illegal thing and if u force everyone to wear this dress, i am sure, many more such girls will enjoy this rule!!!

Very Good Move - this is the need of the hour. Every female from the age of 12 months onwards should be forced to wear hijab, this will ensure no crimes against women (atleast lesser)will take place in our beloved Kuwait. Maybe that poor Philipinio girl would not have been abducted and raped had she worn a Hijab that night - All women working in food outlets also to wear hijab over their uniforms - this will help people not be distracted while eating so they can enjoy their food better.
