Signed in Soon for Gurantee for his company friend.

Need Advice.
My Brother in law went to Soon and he signed the paper for Guarantee and given civil id copy also since his friend is in the same company has Temporary residence ( Kurus ) and he resigned from the company and he is going to stamp his residence outside. He is going to join another company another 5 days. When I checked with him, he said Company manager sent him to Soon to sign the Guarantee Paper. He is not yet stampled his residence outside . My Question is
1. Why Soon ( labour dept) wants guarantee for Temporary residence holders.
2. Whether is there any problem for him in future with Soon (Labour dept )
3. Any precautions to be taken.
