Hi,
Last year I changed from Ministry to Private sector. I took electricity clearance from MEW head office near civil id office. Please clear your dues from local electricity office and then go for the clearance letter. They will not disconnect the electricity for this purpose.
You have 125 KD deposit with the MEW. When you apply for refund they may disconnect, I am not sure.

Take your meter reading and go to the electricity dept. Find an electrician. Pay him KD 5/- . Rest everything he will do. But if you want to get the clearance letter, you need to cancel it and get your deposit back. But the electrician can help you without disconnecting it. Telling my experience.
I liked your advance bail from Jolly Roger. Otherwise he would prompt to FRT---->>

I get "advance bail" or whatever that means frequently, nothing new in that.
Usaully it will disconnected within 3 days. For paying the bill, you can do so directly, but for closing account you may need a tech.

You have to take the meter reading with your mobile and go to Ardiya Office (for abbasiya residents) to cancel. They were asking the Haris to be with you.
Incase of my friend he was there with a another person with whom he was planning to transfer so they asked the copy of the new person's contract and accepted it.
The correct procedure is the technician should come & check (you can take him with you). You can probably avoid by paying him.
They will cancel and you have to pay your final bill based on the last meter reading and give some paper confirming your cancellation.
After that you can go to Surra MEW Office. First you have to find the place for refund of your deposit KD 125/- (They request IBAN to transfer to account directly it might take a month. if needed urgently you have to ask a cheque especially for people leaving the country). You can ask help of labourers there.
Then you can go to another office it was another part of the building for the clearance paper they give it same time.
Regarding the second part of your question since it was already being transferred to the new person he didn't face a issue. Anyway if doubtful you can check with technicians who are there in the Ardiya branch (if your building location in Abbasiyah)

Papers Needed
Civilid copy, Old and new person's contract copy,
Latest meter reading.
IBAN (my friend requested a letter from bank but i think a bank statement should be enough showing your international bank account number)
Cheque dont show IBAN but they might ask letter from company showing your last working day and telling your leaving immediately after that. It should be ready in a week.
I believe this should do.

Why things made more complex, I don't understand.
When I first took my flat still there was electricity. I changed it to my name after one month entering the flat. Till that time it was on building owner's name or building company's name.
If you want just clearance letter, Take picture of meter reading then go and pay all dues in your local are electricity office. Take payment reciept Go to South Surra main electricity office(beside civil id office) ask there for clearance letter. That's it.
Monkey business of taking technician from local electricity office and pay him 5kd is stopped couple of years ago in Farwaniya. Just take picture of current reading of your meter.

Nowadays they are not issuing clearance letter. After clearing the dues, they need to approve it. Then technician will come and disconnect electricty post that they will issue clearance NOC.
Funny part is I am following up with the Farwaniya office for past 2 weeks with Building mandood and they are reply Bukra Burka (tomorrow) they will come to disconnect electricty.
