There are still people have confusions. You can deposit to your account up 2.5 lakhs. If you have an NRO account put it in it. You can exchange up to 2000 RS only. Better put this amount in your account and then you can with draw using a slip or cheque.

if they only catch you will have to pay fine.
Better to take passport copy of your roomate with a sign and letter from him just incase....

Dont get confused. For all NRIs, the rule for carrying foreign currency while coming to India is: 1. You can carry CURRENCY NOTES alone up to equivalent of USD5,000 without any declaration 2. You can carry FOREIGN EXCHANGE (including notes, traveler's cheque etc) up to equivalent of USD10,000 without any declaration.
"If you don't know the rule, they will make their own rule to harass you and get their bounty"

Strictly speaking the 25000 limit is for legal tender. The 500/1000 Rs notes are no longer legal tender and hence this limit should not apply. As Brian said take a letter from your room mate that he has given Rs.16500/- to you for exchange. You won't have any problems.

@Brian: Thanks for a solution, I will be travelling to mumbai airport. And it is highly in news for harassment for money.So i dont think they will spare me with this solution.
@Sm: You have a valid point. Since 500 & 1000 is not a legal tender. It is merely a piece of paper now.

500 and 1000 will be accepted at banks for exchange and also at designated places prescribed by Government till dec 30 in banks and Mar 31 in RBI. So don't think that it is just a piece of paper now.
Maximum limit for Indian Currency to be carried to India is Rs. 25000/- Also, Now, the currency in Indian Rupees to be carried to a foreign country is made to Zero
