Dear
Affidavit from embassy is compulsory for issuing family visa.for affidavit you should have a attested marriage certificate.otherwise you have to get a new marriage certificate from embassy. please check personally in embassy. As far as we know that family to shoon is possible. but shoon to family not possible. she has to leave kuwait and re enter on a new entry visa. Then all the formalities as usual.Best idea is let her continue in shoon visa, however you need a marriage affidavit in hospitals as a proof for your wife. It is simple to get a marriage certificate if your marriage was registered.Contact some local agent who can do this or go to India for week to make this certificate. Best of luck.

If u dont have a marriage certificate, you can get an affidavit from the embassy if both ur passports have your respective names as spouse.. In that case, u both need to go to the embassy in person, with a joint photograph in ppt size and apply for a joint affidavit.. This can act as a proof of marriage.. then translate this and get it attested .. this shud be good enough..
But u never know how the officials will react.. its better to get the marriage certificate from India if u have enough time !
